西蒙 | 跨国公司要想对“一带一路”有所贡献,就要准确理解中国的长远发展规划

荷兰皇家壳牌集团全球执行董事西蒙在第九届国际跨国公司领袖圆桌会议上的讲话

Speech by Mr. Simon P. Henry, Global Executive Director of Royal Dutch Shell at the 9th International Roundtable of Multinational Corporations' Leaders


非常荣幸能够再次参加这个圆桌会议,我也非常荣幸能够作为中国国际跨国公司促进会的副会长,和大家分享我的一些想法。我觉得今年的论坛聚焦'一带一路'是非常合适的,因为这是第九届论坛,而中国文化非常重视数字九,认为九意味着持久。我也希望我们这个论坛能够促进大家形成持久的商业伙伴关系,毕竟'一带一路'是非常重要的长远的规划。跨国公司要想对'一带一路'倡议有所贡献,就应当要准确的理解中国的长远的发展规划。跨国公司有不同国家的运营机构,这一方面他们可以为中国提供经验,而且他们还可以和中国的企业结成伙伴关系,这是他们可以做的第三个贡献。


下面我分别阐述一下,中国非常清楚长远的规划和合作之间存在着正相关关系,中国经济和能源这些年所发生的深远的变革体现了这一点。中国国家主席习近平在去年底出席巴黎气候变化大会的时候也强调要构建国际的伙伴关系。中国有着数千年的文明史,是世界上最古老的文明之一,有了这样深厚的积淀,它也有能力展望未来。壳牌集团也是一样愿意展望未来,壳牌在进行投资的时候,想到的是未来40年,我们希望我们的投资能够为相关社区几代人的生存和发展都带来好处。我们现在进行投资想到是这些项目到本世纪末的情况,所以基于这种进行长远规划的习惯,壳牌公司和中国通过这些年的合作,建立了非常好的伙伴关系。'一带一路'倡议也是一个非常长远的规划,而且涉及到世界众多的国家和地区,有70多个国家都处在它的沿线。那么跨国公司因为在不同的国家都有运营,比如说壳牌也在70多个国家有运营,包括亚洲、中东、欧洲等等,可以说世界上所有的国家壳牌都有存在。我们在这些国家结成很多的关系,它可以促成贵国政府'一带一路'项目的落地。


如果不进行合作,我想任何公司都不可能成为一个大型的跨国公司。壳牌公司就是两个母公司97年合作的一个结晶。所以我们非常适应合作,不仅是跨行业,也是跨国家和跨文化的合作。在这一方面有一个非常好的例子,就是我们和中国之间的合作。我们和中石油和中海油都结成了非常好的合作伙伴关系,这种合作是基于平等的基础,我们已经成了老朋友。我们可以说2016年对于油气的公司是运营比较困难的一年,我们这一年只是做了两个最终投资决定,其中一个就是要把项目放到中国,那就是要扩大我们在广东的石化的厂,这是我们和中海油的一个共同的投资项目。壳牌非常荣幸中国国务院下属的发展研究中心,邀请我们和他来继续开展研究的合作,现在这个合作已经进入到第三期。中国的国务院发展研究中心愿意和我们来携手研究,来考查中国的能源产业未来的发展,让我们感到非常荣幸,我们也可以借此来更好的了解中国将如何实现它在能源领域的变革。


当然我们也希望能够和中国的伙伴结成新的合作关系,包括希望“走出去”的中国公司,我们也希望和它结成伙伴关系。我每一次到中国来访问,都会产生新的想法,结识新的朋友,形成新的关系。这就是壳牌公司可以为'一带一路'倡议的落实所做的三方面的贡献,有一个长远的规划,有一个跨国的商业的网络,同时致力于合作和伙伴关系。只要我们携手合作,我们就可以办成大事,我希望这一次第九届圆桌会议会是成功并且会使所有与会者受益,谢谢。


 

It’s truly an honor to be with you again and also a great honor to stand before you as Vice-President of the China International Council for the Promotion of Multinational Corporations. It feels right to be talking about the Belt and Road initiative at this 9th Roundtable meeting after all the Chinese association between the number nine and the concept of all things long lasting does feel especially significant today. I think of all the long lasting relationships, this gathering has encouraged the long lasting success that cooperation has enabledand particularly when we consider “One Belt One Road” and the importance of that long lasting vision. To share China’s long term vision is the first of three things that multinationals can contribute to the Belt and Road initiative. Multinationals such as Shell can also offer the benefit of the international scope of operations and the third potential contributions comes hand in hand with having long term vision partnerships and collaborations. 


So please let me say a little about each of these three things starting with the long term vision that China knows of course all about the link between long term vision and collaboration. This has been very clear in the important thought and work China has done over the energy transition. It was obvious in the global leadership that President Xi gave at the Climate Change talks in Paris last year. COP 21 is continuing to give. Perhaps it’s China’s history of many thousands of years as old as the history of mankind itself that allows it to look so far into the future. Shell too also likes to look into the future. My company makes investments with maybe a forty-year lifespan. We seek to be present in and to benefit the communities for generations. We do scenario planning that looks forward to the end of the century. So perhaps our natural tendency to look towards that long term helps to explain the deep partnerships that we’ve been able to establish in China over many years.

 

If “One Belt One Road” is impressive in the length of its vision, it is just as impressive in the geographical breadth of its vision. Seventy countries and this is the second area where multinationals such as us can contribute. Shell for example also operates in just over seventy countries. Across Asia, the Middle East and into Europe, there are very few countries that Shell does not have a presence in. Those operations, those relationships in all those countries can help open doors. They can make connections and they can help projects to happen.

 

The third area I’d like to talk about is the spirit of collaboration and without that, I doubt any company could ever have become a multinational in the first place. Shell itself is the child of two parents that collaborated for ninety seven years. So we’re very used to collaborating across borders, across industries, and across cultures. And there’s no better example of our collaboration around the world than here in China and the relationships that we have with colleagues in CNPC and with CNOOC. They are equal parties and our old friends. So it’s significant that what has been a pretty tough year for oil and gas companies that we’ve only made two large new final investment decisions. And one of those was here in China and that was the decision to expand the CSPC petrochemical facility in Guangdong Province and that is a joint venture with CNOOC. We are also very proud of the work that we have been able to do, that we have been invited to do with the State Council of China’s Development Research Center. That work, that collaboration has now entered our third phase and it’s been a great privilege for Shell to have been invited to do that cooperation with the DRC. And we’ve been looking in depth of the Chinese energy landscape and we’ve been extremely impressed by the depth of thought and the vision that China has in terms of managing that energy transaction. 


Now we’re always finding new ways, fresh collaboration in China, new relationships with Chinese partners looking to invest overseas in particular. Every time I visit this country, I come away with new ideas, new connections, and new friends. So there you have the three things, three things that Shell as amultinational can bring to the Belt and Road initiative to ensure its success.A long term vision established international business network and the spirit ofcollaboration and partnership. Together, we can achieve great things. May the work of this 9th Roundtable meeting be long lasting and to the benefits of all.Thank you very much.
