张克利 | “一带一路”不是独奏,而是合唱

中国有色矿业集团有限公司党委书记、总经理张克利在第九届国际跨国公司领袖圆桌会议上的讲话

Speech by Mr. Zhang Keli, Party Secretary and President of China Nonferrous Metal Mining (Group) Co., Ltd., at the 9th International Roundtable of Multinational Corporations' Leaders


很高兴与大家相聚,共同参加国际跨国公司领袖圆桌会议及“一带一路”合作发展论坛,一起探讨在“一带一路”沿线的交流与合作。这一次论坛以圆桌会议的形式召开,体现的是一种交流,一种互动,而“一带一路”倡议本身就是新时期中外交流互动的伟大实践,为中外企业携手前行注入了源头的活水。


中国有色集团是世界500强企业,在中国100大跨国公司排名第34位,在中国制造企业500强排名第32位,是有色行业“走出去”最早的企业。我们早在1983年便走出国门寻求发展,从对外工程承包起步,逐步拓展到资源开发、建筑工程、相关贸易及服务等领域,打造了涵盖地勘、采选、冶炼、加工、装备、贸易、物流等业务产业链。目前我们的业务遍及80多个国家和地区,包括“一带一路”沿线20多个国家,产品涉及有色金属40余个品种。尤其是30多年来我们“走出去”的重点区域和“一带一路”上的国家高度吻合,“走出去”的成功经验和先发优势,可以充分运用到“一带一路”沿线建设。


大时代需要大格局,大格局需要大智慧。“一带一路”战略就是适应这个大时代的大智慧和大格局。在“走出去”的实践中,我们不断加深对“一带一路”战略的理解,边思考,边实践,边总结,积累了一些经验,愿与各位共同交流。


第一,在国际化程度较高的矿业开发领域走合资合作互信互补之路。“一带一路”沿线有色金属资源丰富,以铜为例,“一带一路”沿线的印尼、俄罗斯、波兰、哈萨克斯坦,蒙古、伊朗等12个国家都是重要的产铜国家,合计铜金矿产能占全球16%,粗铜占全球23%,精铜占全球19%,这对铜资源对外依靠度高达80%的国家提供了巨大的合作空间。目前,中国有色集团在缅甸、蒙古、塔吉克斯坦、泰国等国家投资的资源项目都是我国与东道国最大的有色矿业合作项目,并且都是与东道国的国家级矿业公司合资合作,形成了你中有我,我中有你的共同开发的模式。同时我们依托境外七家资源上市企业,提升了项目的国际化运营水平,将东道国的资源优势,转化为了经济增长优势。


第二,在各方密集的布局下,基建工程领域,走技术出海、装备出口之路。基础设施互联互通是“一带一路”建设的优先领域。据估计,“一带一路”沿线的直接投资每年超过1万亿美元。中国有色集团具有先进成熟的技术和管理人才,装备和施工等优势,多次入选全球最大225家工程承包商,全球设计公司200强,具备优势产能关键技术,高端装备的输出能力。近年来,我们将技术和装备优势与国外机械投资相对接,在“一带一路”沿线承接的“交钥匙”工程,合同额度接近1000亿。目前我们在“一带一路”沿线形成了中东、中亚、南亚、东南亚、东北亚五大基建区域市场,仅在哈萨克斯坦一个国家,承接项目多达7个。其中两个世界级矿山的承包合同额度就超过了70亿元,被喻为中国企业走进哈萨克斯坦的名片。


第三,在平衡各方利益诉求中,走履行责任、协同出海之路。“一带一路”不是独奏,而是合唱,谋求共享共赢是“一带一路”的本质。近年来,我们在“一带一路”沿线模范履行责任,传递合作的善意,与各方结成利益共同体,命运共同体和责任共同体,朋友圈不断的扩大。目前我们在境外累计纳税6亿美金,拉动当地就业2万多人,捐助公益事业超过3000万美元。承接项目带动超过300家材料商、装备商、施工商走出国门。


我们获得了“感动非洲的十大中国企业”“中国工业行业履行社会责任五星级企业”“公众企业透明度最佳海外沟通实践奖”等称号。人们常讲跑的快不一定赢,多年的实践告诉我们,要想“走出去”不犯错误,少走弯路,除了练好内功之外,重要的一点就是要按照规律办事,量力而行,优化地域、业务和对象的选择,在熟悉的领域干有把握能干成的事,这样才能有效规避发展中的风险。


女士们、先生们、朋友们,我们和在座的国电集团,宝武集团,中交建设集团等央企同仁,以及荷兰皇家壳牌集团等行业同仁一样,心中都有一个打造世界一流企业的梦想。“一带一路”倡议的提出为我们这些企业参与全球资源配置,倒逼产业提档升级,实现世界一流梦想,提供了难得的发展机遇。对我们而言无论过去还是未来,参与“一带一路”建设都是我们迈向世界一流的正确的选择。面向未来我们将以此次论坛为契机,深度践行“开放包容合作共赢”的理念,充分发挥中国有色集团在管理科技和人才队伍方面的优势,在“一带一路”这一世界上跨度最长,最具潜力的合作带上展现有色企业推动发展的最大的诚意,体现中国企业善做善诚的责任担当,谢谢大家。


I am very glad to join with you and invited to attend this 9th International Roundtable of Multinational Corporation Leaders and the Forum on Belt and Road Cooperation and Development. This forum is held in the form of roundtable and shows the spirit of the exchange and the interaction. Belt and Road initiative is a great practice for interaction between China and the rest of the world and it has added fresh momentum to cooperation between Chinese and the foreign companies.


The China Nonferrous Metal Mining is one of the Fortune 500 and it is also the 34th largest multinational company in China and the 32nd largest manufacturing business in China. Among the first businesses, we started opening-up in the very early years. In 1983, we have gradually started our businesses overseas, gradually development over sources construction trade services, processing, logistic and other businesses. Now we have businesses presence in over eighty countries and regions including twenty countries and on the Belt and Road route we have forty types of products. In particular, over the past thirty years, the key regions to follow strategy is highly consistent with the Belt and Road strategy and we can fully apply these advanced experience and advantages to the development of the Belt and Road strategy. We need to developour great strategy relying on our work wisdom. In the practice, we have deepened our understanding of the Belt and Road strategy and that we have also accumulated our own experience. And here I wish to share them with you.


First, the mining sector is highly globalized. We need to follow the path of cooperation and complementary. Along the Belt and Road, countries have rich natural resources: Indonesia, Russia, Ireland, Kazakhstan, Mongolia, Iran, another twelve countries are all important to our COP producers. They have 16% percent of the total global production as well as twenty three percent of crude, cooper productivity and nineteen percent of the global fine cooper productivity. This has offered huge room for cooperation with China who relies on, who has a high dependency right in terms of copper resources. Now China has been cooperating with Myanmar, Mongolia, Kazakhstan, and Thailand on major projects and forming an interdependent development pattern. At the same time, we have relied upon listed companies to find more capitals making our cooperation more internationalized and turning those resource advantages into economic advantages.


Secondly, in the infrastructural fields, we have sought to capitalize on our technology and competitive equipment. The Belt and Road initiative is to a large extent about building connectivity. It is estimated that the infrastructure investments in countries along the routes would amount to over one trillion U.S. dollars. My group has advanced and mature technology, Nigeria expertise, the relevant personnel equipment, and engineering capabilities. We have been listed as the world's 225th largest engineering contractors and the top two hundred designing companies in the world. We have undertaken ten key projects in countries along the route of the Belt and Road initiative. That’s worth over one hundred billion Yuan in total and we have five key infrastructural markets in Middle East, Central Asia, South Asia,Southeast Asia, and North East Asia. We have undertaken seven projects in Kazakhstan alone including two world class mines that are valued at over sevenbillion RMB YUAN.


The third point is that we need to fulfill our corporate social responsibility and benefit our partner businesses. The Belt and Road initiative should not be a solo but rather be a concert of many players. It should be about pursuing win-win benefits. Currently, we have tending tax to the tune of six hundred million US dollars created twenty thousand jobs for the countries in which our projects are located. We have donated over thirty million U.S. dollars to charitable causes. And thanks to our projects, we have helped over three hundred material suppliers, equipment suppliers, and engineering subcontractors to expand their operations overseas. So our company has consistently been rated as the company that pays a lot of attention to its corporate social responsibility. And in our view when operating abroad it is very important to avoid pitfalls and not to take detours. We must select mature areas in which we excel and this is the best way to avoid risks of overseas expansion.


Ladies and gentlemen, together with Guodian Group, Baowu Group, CCCG, Shell and other Chinese and International businesses, my group has a dream about becoming a world-class enterprise. The Belt and Road initiative offers companies like us a golden opportunity to allocate resources globally, to upgrade our operations and to become leaders in our sectors in the world.


President Xi Jinping has once quoted the words of Martin Luther King that if you do the right thing, then any time is a good time and in our view joining the Belt and Road initiative is the good choice for our group both now and in the future. So, we will have more exchanges and cooperation with all of the people and companies present today according to the principles of openness inclusiveness and win-win cooperation and we hope all partners under the Belt and Road initiative demonstrate our good will and corporate social responsibility.
