12月7-8日,由中国国际跨国公司促进会与联合国开发计划署、联合国贸易和发展会议、联合国环境规划署、联合国工业发展组织、联合国全球契约组织、联合国和平大学共同主办的“第九届国际跨国公司领袖圆桌会议——‘一带一路’合作发展论坛”在京成功召开。

联合国全球契约组织亚洲及大洋洲总代表刘萌在第九届国际跨国公司领袖圆桌会议——“一带一路”合作发展论坛上的致辞:


尊敬的郑万通主席,尊敬的李毅中会长、马秀红会长、张小虞副会长,尊敬的联合国和平大学校长弗朗西斯科.罗哈斯先生,尊敬的各位来宾、女士们、先生们,

 

大家下午好!

 

今天非常荣幸代表联合国全球契约组织出席本次会议。刚才各位贵宾从不同的角度剖析了对“一带一路”可持续发展宝贵的见解,那么作为联合国全球契约组织的代表,作为世界上最大规模、最高级别、推动负责任的商业和可持续发展的国际组织,我想从企业的社会责任和负责任的商业、如何能够推动“一带一路”可持续发展的角度,和大家分享我们的一些观点和看法。

 

也正是在像我们今天这样规模的盛会上,在1999年达沃斯世界经济论坛上,联合国前任秘书长安南发表了一段重要的讲话。在讲话中他提到:“我呼吁你们商界领袖和我们联合国共同发起一个基于共同原则和价值的全球契约,给全球化的市场带来人性的面貌。”我想在那个时间和我们现在这样一个特别的时间点,我们有一个共同点,那就是反全球化浪潮的涌现。所以说在今天联合国全球契约组织所倡导的负责任的商业、可持续发展显得尤为的重要。而联合国全球契约组织的核心,就是我们基于由联合国成员国所共同认可的来自国际公约和协定中的十项原则。这十项原则分别涵盖人权、劳工权益、环境,以及反腐败四个领域。可以说发展到今天,联合国全球契约组织已经成为世界上最大的推进企业社会责任和可持续发展的国际机构,我们拥有来自160多个国家的上万家企业和其他利益相关方组织加入成为我们的会员,共同推进联合国可持续发展目标和全人类福祉的早日实现。

 

刚才我的同事何佩德先生也包括联合国和平大学的校长,都提到了在过去的2015年国际社会发生了两件重大的事件:第一,在联合国气候变化大会上,巴黎协定正式宣布,同时也在不久前的今年正式生效,展现了世界各国及全人类对减排,对应对气候变化的承诺和决心。第二,在去年9月份举办的联合国可持续发展首脑峰会上,联合国的193个成员国共同制订并且通过了17项联合国可持续发展目标。

 

刚才来自发改委的田司长,给我们在座的,特别是企业界提出了一个重要的指导和问题,那就是在构建“一带一路”的过程中,我们企业如何能够更好的履行社会责任,建立一张张响亮的受信任的、负责任的国际名片,维护中国国家形象。联合国全球契约组织给出的建议有两点:第一,不作恶,做负责任的企业公民,通过履行全球契约十项原则,拥护人权,保护劳工权益,保护环境,反对腐败,通过企业的核心业务和在世界各地的运营来履行它应有的社会责任。第二,在兼顾社会效益的同时,负责任的追求企业的经济效益。那么联合国所颁布的17项可持续发展目标中蕴含着怎么样的商机,我们的企业又能够如何利用发掘这些商机,来实现全球的可持续发展呢?

 

就在我们今年刚刚发布的2016年全球机会报告中,我们通过对全球5000多位来自政界、商界,以及各界领导人的采访和问卷得出了以下结论:普遍地在全球范围内,受访者一致认为我们存在着五大重要的挑战和危机,它们分别是:海洋生物多样性的丧失;人类对抗生素药物的抗药性;交通运输方面排放的迅速增长;青年人的就业失业问题;全球的食品安全、粮食危机、农业的可持续发展问题。伴随着危机同样存在着巨大的机遇,在我们的全球机会报告中发掘了15条解决这五项危机的机遇,详情大家可以参见我们的报告,其中包括新的膳食结构、智能交通以及智慧城市等等,欢迎大家关注。

 

而特别是在我们的中国地区,我们中国的受访者认为有两大危机是最为迫切的。我想第一个我们大家每一个人都曾体会过,就是我们的空气污染的治理问题。而第二个就是食品安全和可持续的农业发展问题。同样地,根据企业在“一带一路”沿线国家的投资,以及通过联合国的平台放眼整个世界,在不同的国家和地区,当地的广大人民群众也发现了在不同国家的优先事项,这对中国企业和各国企业在不同地区的投资、助力推动当地可持续发展可以起到积极的作用。大家可以看到在中国和在印度,包括在东南亚、澳大利亚、中东、北非、撒哈拉以南的非洲,以及具体的一些国家和地区,他们对可持续发展需要最迫切解决问题的界定都有不同,所以希望以上的材料能够对我们中国企业的投资进行指导。

 

今天我也非常地期待接下来几位联合国全球契约组织的成员企业领导人的发言,他们有中国华信集团、中国有色矿业集团、中国五矿集团以及来自荷兰的壳牌和泰国的正大集团。在此我们也呼吁更多的企业能够加入跨促会,能够加入到联合国全球契约组织推进企业实现全球可持续发展的运动中来。

 

我想最后引用潘基文秘书长的话:“因为我们没有什么备选星球,所以我们也没有备选计划。”希望我们大家携手为中国人民,为“一带一路”沿线的百姓,为全球人民造福。谢谢大家。

 


Dear Vice-Chairman Zheng Wantong, Vice-MinisterLiYizhong, Vice-Minister Ma Xiuhong, Rector Francisco Rojas, distinguishedguests, ladies and gentlemen,

 

Good afternoon!

 

Today it gives me great pleasure to attend this roundtable on behalf of the UN Global Compact. Just now the distinguished participants shared with us their views on 'the Belt and Road' initiative from different perspectives. So as the representative of the UN Global Compact and as an organization that is responsible for promoting responsive corporate behaving in a world, I wish to share with you my views on how we can contribute to the development of 'the Belt and Road' initiative from a corporate responsibility perspective.

 

At a gathering which was the Davos Economic Forum in 1999, the former General Secretary of the UN Annan made an important speech. He mentioned that our proposed, that you the business leader, and we the United Nations initiate a global compact of shared values and principles which will give human face to the global market. So back then and also today,we have seen similar trends in the world which is anti-globalization. Thereforethe UN Global Compact which advocates sustainable development of responsible corporate behavior has become even more important. The key support are based ontempering support that are recognized by all member of the UN which covers human rights, labor rights, environment, and anti-corruption, all together fourcategories. So today, the UN Global Compact has become the biggest international organization promoting corporate social responsibility. We have over 10,000 companies and other stake holders as our member working with us to promote the fulfillment of the sustainable development goals of the UN and thewelfare of all human beings.

 

My colleague from the UNDP as well as the Rector Rojas from the University for Peace both mentioned two important developments in the world over the past decade. First, Paris Agreement wasadopted at the United Nations Climate Change Conference and it recently, officially came into effect. This demonstrates the commitment and determination of all countries in the world to reduce emissions and to address climate change.Second, 193 members of the UN formulated and adopted a seventeen STG of the UNat the UN General Assembly last year. The director Tian Jinchen from the NDRNC has just offered us some questions to think about in particular for companies.This is how companies can better fulfill our social responsibilities and tomake sure that we can build our images as responsible ones and trustworthy onesin the process of contributing to the development of 'the Belt and Road'.

 

So we have the following two proposals.First we need to protect labor rights, protect the environment, oppose corruption, and to fight all those evil things. We need implement our dearsocial responsibility. Second as companies while paying attention to our socialeffective, we need to pursue our economic benefits in a responsible way. These seventeen STGs of the UN have lots of business opportunities behind them.Therefore, we the business leaders need to tap the potential of these business opportunities and to achieve sustainable development. We just released a 2016 global opportunities report, and based on our survey and interviews as well as questionnaires with five thousand global business and government leaders.

 

We have the following conclusion, that throughout the world these people believe that there are five categories ofchallenges. One, the loss of biodiversity in the oceans. Second, anti-microbioresistance. Third, the rapid increase of transport related emissions. Fourth,the unemployment of the youth. And fifth, global food crisis which is relatedto the sustainable development of agriculture. With crisis, we also see massive opportunities. In our global opportunity report 2016, we have found fifteen opportunities which will help us address these challenges and we can refer to this report if you want to see the details. And that include smart transportation, smart cities, and other proposals and we do well computation.In China we have found that people here believe there are two pressing challenges. The first one is air pollution and the second one is food security and food safety and sustainable agriculture development.

 

Likewise we can see from the investment companies along 'the Belt and Road' and we can also see from the UN platform, that people in different regions and in different countries have found their own priorities and most pressing challenges in their countries. I think these canhelp Chinese companies as well as companies from other countries to a betterplan for their investment overseas. You may see that in China, Indonesia, aswell as in Southeast Asia, in Australia, in Sub-Sahara Africa, in NorthAmerica, in Latin America, they have their different priorities as far as SDG are concerned. I hope that this report will help guide investment by Chinese companies abroad. I very much look forward to the speeches made by the members of the UN Global Compact later on today. They include China Min Metal, as wellas Royal Shell Group, as well as the Thailand’s Chanthai Group. And we also welcome more participants, participations by different companies and different individuals in our effort to promote sustainable development over the world.

 

Finally, let me cite a remark from Secretary General Ban Ki-Moon, ‘because there is no plan B for us because thereis no planet B.’ So let us work together to make contribution to the people in China and to people along 'the Belt and Road' route. Thank you.
