The Initiative for Food and Drug Safety Responsibility

With the aim of carrying out the requirements put forward at the Second Session of the 11th NPC on ‘deepening special rectifications on food and drug safety, improving and strictly implementing safety standards for products’ quality and making people feel at ease to buy, eat and use’, the Organizing Committee of International CEO Roundtable of Chinese and Foreign Multinational Corporations and Beijing Economic-Technological Development Area co-hosted the ‘Forum on Food and Drug Safety Responsibility’ on August 28-29, 2009, at Pullman Beijing South Hotel with supports from Ministry of Health, Ministry of Agriculture, Ministry of Commerce, State Administration for Industry & Commerce, General Administration of Quality Supervision, Inspection and Quarantine (GAQSIQ), State Food and Drug Administration, State Administration of Traditional Chinese Medicine, World Health Organization and other related organizations. Nearly 700 delegates including government officials, leaders of industrial associations, heads of food and drug enterprises and journalists both at home and abroad jointly published The Initiative for Food and Drug Safety Responsibility (Beijing).

 

Given that the access to safe food and drug is the rights of every person of the whole society, all countries around the world legislate for this purpose to protect people's health and safety. Countries and food and drug companies have the statutory obligation and responsibility to supply safe food and drugs for everyone of the whole society.

 

For this reason, we propose:

1. Strengthening the food and drug safety regulation is a very important and necessary public health measure, and we need further to strengthen the functions by legal means to better protect consumers from the dangers of unsafe food and drugs;

2. In terms of the food and drug safety, all countries of the world should implement equitable standards and measures to prevent the circulation of unsafe food and drugs more effectively, and maintain people's legitimate rights and interests;

3. Producing safe food and drug is not only every company’s duly basic legal responsibilities and obligations, but also the embodiment of conscience and morality of the leaders of each company;

4. Establishing a comprehensive, systematic food and drug safety supervision system is a strong guarantee to solve the potential hazards of the entire chain from production to consumption;

5. We should ensure full and effective implementation of food and drug safety laws and regulations to protect people's lives and health safety;

6. We should develop the food and drug safety recall system and the compensation arrangements as soon as possible in order to safeguard the legitimate rights and interests of consumers;

7. We should strengthen media’s supervision in food and drug safety to promote the transparency in all kinds of information to improve the whole society’s prevention ability and level;

8. Foods and drugs are consumer necessities for everyone of the world. All peoples should be mobilized to fight together against the behavior of manufacturing all kinds of fake and shoddy foods and drugs, and to build a good society for food and drug safety.
